As General Skarr is once again annoyed by Billy, Hector Con Carne and Major Dr Ghastly arrive in his house with the intention of luring him back to the recently relaunched Evil Con Carne world domination organization. Although initially refusing to rejoin, Skarr later accepts with the condition that Billy and the other neighbors be destroyed.
Why It Rocks
The plot is very interesting as it has Hector Con Carne, Dr Ghastly and General Skarr relaunch their world domination organisation, "Evil Con Carne", ever since October 2004 - making it a crossover with this show's universe and the true finale.
Some funny moments, such as Hector's brain constantly changing the channel on the television and General Skarr destroying it along with Dr Ghastly hitting Skarr with a rubber band.
The thing Hector Con Carne's brain invented looks impressive and very cool, as it shows how a person would hold a slingshot with their two hands on a big tank with remote-control technology that could zap and destroy houses and the ground. It looks even better with a lot of countless clones!
Good Moral: Taking over the world and world domination is not that important but wellbeing is more important.
General Skarr is likable and sympathetic here as he, along with Dr Ghastly and Hector, relaunch Evil Con Carne and build a very cool invention - even if he didn't destroy Billy. Hector and Dr Ghastly were also tolerable, along with Mandy and Grim.
The ending was heartwarming as mentioned above, and was a great way to end the spin-off.
The Only Bad Quality
Billy is still annoying and unlikable here for once again wrecking General Skarr's garden, ringing his doorbell a lot of times and annoying him with a gnome disguise. His screaming as always can get on your last nerves.
One of the shows Hector came across when changing the television was a parody of Wheel of Fortune.
